MANILA, Philippines -- Commercial banks' bad loans had fallen to 5.28 percent of their combined loan portfolios at the end of March from 5.53 percent at the end of February and from 8.01 percent a year earlier, the Bangko Sentral ng Pilipinas, Manila’s central bank, said.
